Foundation of the CFE Exam
The CFE Exam Content Outline establishes the foundation for the CFE Exam by defining its overall scope and focus. It provides a framework for developing exam content and ensures alignment with the competencies required for certification as a Certified Fraud Examiner (CFE).
The content outline is developed through a structured process that follows certification-industry best practices and includes input from subject matter experts (SMEs) and data gathered from practitioners across all industries and geographical regions. This approach helps ensure that the exam content is current, fair, relevant and globally applicable.

How the Outline Is Developed
We conduct a Job Task Analysis (JTA) every 5–7 years to evaluate the structure, content and overall effectiveness of the CFE Exam. The goal of this study is to identify the knowledge and skills required to effectively perform and demonstrate proficiency in the fraud examination profession.
The process begins with input from a diverse group of SMEs representative of our membership base who review the current content outline and make recommendations for changes. Their feedback is then used to develop a survey that is administered to all ACFE members. The data from this survey is analyzed and another group of SMEs convenes to develop the final test specifications used to create the CFE Exam Content Outline. The JTA provides an evidence-based foundation for the CFE Exam, allowing the content to evolve with changes in the field and the CFE credential to maintain its integrity and credibility over time. A new content outline is released every time a JTA study is completed.
How the CFE Exam Is Developed
Once the content outline is established, the CFE Exam Development Committee begins creating exam questions that align with the defined knowledge areas and content domains. Each question is carefully crafted to assess the competencies outlined in the blueprint and meet standards for fairness, difficulty level and content accuracy.
Questions are then reviewed and edited by ACFE staff to ensure grammatical correctness, clarity, adherence with question-writing best practices and alignment with the content outline. The Committee then conducts a final review of all questions to confirm technical accuracy, applicability and consistency across the exam.
After questions are finalized, they are assembled into exam forms that balance content coverage, difficulty and overall reliability, ensuring that each exam is valid and defensible while consistently measuring the knowledge and skills CFE candidates need to master.
